Human Resources Manager

This is an exciting opportunity for a skilled Human Resources (HR) professional who is passionate about building strong workplace cultures, supporting employee growth, and aligning people practices with organizational objectives. As the sole HR professional within the organization, you will play a key role in supporting C-CORE’s talented workforce, ensuring compliance with employment legislation, driving organizational development initiatives, and helping position C-CORE as an employer of choice. This role combines strategic HR planning with hands-on operational responsibilities. The successful candidate will play a key role in fostering a positive, inclusive, and productive workplace.

Reporting directly to the Vice-President, Finance & Corporate Services, the Human Resources Manager works independently across all C-CORE departments and partners closely with senior leadership, managers, and employees at all levels. This position has no direct reports.

Position Overview

As the Human Resources Manager, you will be responsible for developing, implementing, and administering all aspects of C-CORE’s human resources function. Working independently across all departments, the successful candidate will provide hands-on support in the areas of talent management, employee relations, performance management, compensation and benefits, employee engagement, HR compliance, and policy development. You will be expected to exercise sound judgment, balance employee and organizational needs, and make decisions within established policies, legal requirements, and organizational objectives.

Key Responsibilities

  • Manage day-to-day HR operations, including employee inquiries, HR documentation and issue resolution.
  • Develop, implement, and maintain HR policies, procedures, forms, templates, and best practices that support C-CORE’s strategic objectives, promote DEIB principles, and comply with legislative requirements.
  • Coordinate payroll-related HR activities, including employee changes, new hires, terminations, deductions, and benefit information as well as overseeing the payroll interface with our (third party) payroll administrator.
  • Support health and safety initiatives and coordinate training and professional development activities.
  • Coordinate and conduct employee onboarding, including orientation, paperwork, system setup, and policy training.
  • Lead recruitment activities in partnership with hiring managers, including developing job descriptions and selection criteria, posting positions, screening and interviewing candidates, coordinating recruitment processes, and preparing employment agreements and offers.
  • Provide hands-on HR guidance and coaching to managers and employees on employee relations, performance, workplace issues, conflict resolution, and maintaining a respectful, inclusive, and productive work environment.
  • Maintain accurate and up-to-date employee records, HR files, and HRIS data.
  • Administer leaves, return-to-work processes and offboarding as well as source funding for students.
  • Coordinate and administer C-CORE’s performance management process, including goal setting, reviews, calibration, and manager support.
  • Manage and administer compensation structures, benchmarking, employee benefits, and the RRSP program to support competitive and equitable practices.
  • Develop and implement employee engagement initiatives and monitor HR metrics, including turnover, absenteeism, vacancies, headcount, and employee movement.
  • Develop and prepare HR reports, analysis, surveys, and documentation for the Human Resources and Compensation Committee and senior leadership.
  • Liaise with recruitment agencies, Finance and IT Department, benefits providers, government agencies, and professional HR associations as required.

Desired Qualifications

  • Bachelor’s degree in Human Resources Management or a related field.
  • Minimum 5-10 years of progressive HR experience, including at least 2 years in a managerial role.
  • Professional HR designation or certification is considered an asset.
