C-CORE to Build and Launch a Low Earth Orbit Data Communications for Canada’s Department of National Defence

FOR IMMEDIATE RELEASE

SEPTEMBER 2025

(St. John’s, NL) Defence, Research and Development Canada has chosen C-CORE to deliver a first-of-its-kind pilot satellite project, to validate and advance how Canadian-developed technology can provide secure, low-cost, high-data-rate communications from space.. The satellite is part of a demonstration of alternative communications topologies for secure communications where C-CORE’s DREAM-0 satellite will use direct laser communications from satellite to satellite.

“We are excited to see that the work C-CORE has been doing in space and communications is, quite literally, reaching new heights,’’ remarked Paul Griffin, President and CEO of C-CORE. “Our team has developed technologies that will be incorporated into the satellite and demonstrate how Canada can have robust, resilient technologies built at home.” C-CORE has been developing space applications from surveillance technologies that predict ice movement to the creation of novel communications technologies for robust radio communications.

C-CORE’s research and development efforts in using Artificial Intelligence to determine satellite health, its work in maritime surveillance and passive radar, and its technology in information security have been supported by Canada’s National Defence and the Canadian Space Agency. Elements of these technologies will be included in the DREAM-0 satellite.

“DREAM-0 is the first of its kind,” said Michael Henschel, Director GeoAnalytics. “This project aims to demonstrate how a full service, high data rate connection could be used as an alternative to relying on expensive and vulnerable fibre optic cable or satellites from other nations. This project will also highlight how to get a new technology demonstrator deployed quickly and cost effectively.’’

C-CORE is a Canadian Research and Development Company with headquarters in St. John’s, Newfoundland and Labrador.  C-CORE was established in 1975 and is celebrating 50 years of operation. The company employs approximately 75 scientist and engineers working in the development of diverse applications in harsh environments.

The DREAM-0 satellite will be built with support from Canada’s Department of National Deference through Defence R&D Canada’s Space Low Earth Orbit (LEO) Architecture Initiative.
